General Description

The Engineering Division Manager/City Engineer oversees and provides direction to the Engineering Division of the Public Works Department including infrastructure inspections, storm water, engineering and project management. Work is performed under the direction of the Public Works Director.

Essential Job Functions
  • Manages the operations of the Engineering Division, including developing short- and long-range goals, objectives and operating budgets, and coordinating with other departments and agencies.
  • Directs project managers on complex projects, including defining scope, selecting consultants, negotiating contracts, amendments and change orders, preparing and monitoring project schedules.
  • Supervises engineering staff, participates in the selection of staff; coordinates staff training; conducts performance evaluations; recommends discipline; and implements discipline procedures as directed.
  • Oversees the preparation of preliminary and final designs and construction plans, cost estimates, bid specifications, and engineering reports for projects.
  • Plans, directs and conducts major special studies and projects as assigned and supervises the preparation and presentation of reports, findings and recommendations.
  • Reviews and evaluates development plans submitted by developers, landowners and engineers for adequacy of application and conformance to City Standards.
  • Manages and administers the annual Capital Improvement Plan and budget.
  • Ensures all infrastructure and site development plans, including all record drawings, construction plans and prints are proper.
  • Investigates and takes corrective actions on drainage, paving, traffic and lighting complaints.
  • Oversees preparation of engineering documents, agreements, maps, legal descriptions, resolutions and ordinances.
  • Manages traffic engineering analysis and application, preparation of speed surveys and the Road Rehabilitation Plan.
  • Exercises professional engineering judgment to achieve results consistent with objectives.
  • Performs grant management pertaining to Public Works engineering projects.
  • Acts in the capacity of City Engineer.
  • Coordinates the activities of City, State and Federal agencies as well as contractors and other municipalities.
  • Meets with citizens and community groups and appears before City Commission and advisory boards as necessary.

  • Extensive knowledge of civil and traffic engineering principles/practices, procedures/processes, concepts/design methods, and operations for transportation, infrastructure, and storm water drainage projects including site development and construction.
  • Knowledge of zoning, municipal and administrative codes, construction practices, material standards, codes, and land use planning and zoning concepts.
  • Knowledge of pertinent federal, state and local laws, codes, and regulations including civil engineering laws and regulations.
  • Knowledge of Principles of mathematics as applied to engineering work.
  • Knowledge of Principles and practices of project and construction management.
  • Knowledge of rules and regulations with particular reference to federal and state utility regulations.
  • Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
  • Skilled in using computers for data entry, word processing and accounting purposes.
  • Ability to organize and communicate effectively.
  • Ability to exercise considerable independent judgment.
  • Ability to communicate effectively and clearly - both orally and in writing, and at all levels of the organization.
  • Ability to plan, direct, supervise, coordinate, organize and inspect engineering department activities and plans.
  • Ability to establish and maintain effective working relationships with employees, officials and the public.
Education, Experience, Licenses and Certifications

Education and Experience:

  • Graduation from an accredited college or university with a degree in Civil Engineering or related field is required. Preference will be given to candidates possessing a Traffic Engineering degree. Masters degree is preferred.
  • Five (5) years of increasingly responsible and varied civil engineering experience including a minimum of two (2) years of traffic engineering experience and at least two (2) years of significant administrative and supervisory responsibilities.

(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)

Licenses and Certifications:

Possession or ability to obtain a valid Florida drivers license by date of hire.

Licensed as a Professional Engineer in the State of Florida by date of hire.

Florida Department of Transportation Local Agency Program (LAP) certification is preferred.
